The 29” part of the Ledge 3.1 refers to the size of its tires. This is a common size for consumer grade tires that allows traversing up trails while not impeding momentum. While we would prefer it to have both front and rear disc brakes, this is a concession that Mongoose has made in order to keep the Ledge 3.1 at an affordable price point.
The frame is made out of lightweight aluminum. The rims and pedals are made out of a metal alloy. These three metals parts are the majority of the weight of a mountain bike, so with that in consideration, you should not have trouble picking it up to move it around. In addition, the forked frame has shock absorption in the interest of comfort.
The Mongoose Ledge 3.1 is a 21 gear bike. This, combined with its large 29” tires, will assist you with easily getting up those steep dirt roads. The gears are selected with a simple twist shifter built into the handle bars.

Also, the gears may need to be adjusted. They of course work out of the box, but sometimes they are reluctant to select the gear you are looking for on command.

As we said, it does have a few downsides, but pick up a seat for under $20 and spend a little bit of time adjusting the gears. You will have a great bike at a great price.
